# Japan consumer-loan ABS structure — evidence-bound reading

## TL;DR

The Interest Rate Restriction Act supplies statutory maximum rates by principal band, but it does not supply a securitized pool's APR, default rate, trigger level, retention, payoff period or investor base. No stable public deal document was located that supports the previous “five survivors,” annual default ranges, illustrative early-amortization thresholds, 5–10% retention or fixed buyer categories. Those claims are removed. Reconstruct a consumer-loan ABS only from the named pool and transaction documents.

## 1. Issuer and collateral identity

[JSDA's securitization-market survey](https://www.jsda.or.jp/en/statistics/securitization-market/) is a public market entry point; the following table states the named-deal evidence still required.

| Field | Required evidence |
|---|---|
| Legal issuer / trust | Offering or rating document |
| Originator and servicer | Sale, trust and servicing documents |
| Current parent / affiliation | Dated corporate disclosure |
| Receivable type | Eligibility criteria and pool cutoff |
| Program history | Dated series list |

## 2. Interest-rate law and pool data

[Article 1 of the Interest Rate Restriction Act](https://laws.e-gov.go.jp/law/329AC0000000100) supports the following statutory table.

| Principal amount | Statutory maximum annual interest rate |
|---|---:|
| Less than JPY 100,000 | 20% |
| JPY 100,000 or more and less than JPY 1,000,000 | 18% |
| JPY 1,000,000 or more | 15% |

These are legal maxima, not typical APRs, pool yields or default rates. Other statutes and facts may also apply.

## 3. Pool-performance evidence

[JCR's structured-finance methodology library](https://www.jcr.co.jp/en/rrinfo/meth_sf/) supports the following evidence checklist.

| Metric | Required definition |
|---|---|
| Delinquency | Aging bucket, numerator, denominator and observation date |
| Charge-off / default | Contractual or reporting definition and recovery treatment |
| Yield | Included fees, interest and denominator |
| Seasoning / vintage | Origination cohorts and cutoff |
| Concentration | Product, geography, channel and obligor fields disclosed |

## 4. Revolving and early-amortization mechanics

[JCR's general methodology](https://www.jcr.co.jp/en/pdf/dm28/General_Methodology20210802.pdf) supports reviewing the following transaction controls, not universal thresholds.

| Control | Required named-deal evidence |
|---|---|
| Revolving / replenishment period | Start, end and eligibility tests |
| Performance trigger | Exact metric, threshold and observation period |
| Consequence | End of replenishment, waterfall switch or reserve action |
| Cure | Cure period and reversibility |
| Originator / servicer event | Contractual definition and replacement mechanics |

## 5. Cash-flow and enhancement

[JCR's general methodology](https://www.jcr.co.jp/en/pdf/dm28/General_Methodology20210802.pdf) supports the following model-input table.

| Input | Evidence required |
|---|---|
| Collections and fees | Account definitions and payment priority |
| Defaults and recoveries | Named assumptions and timing |
| Enhancement | Actual subordination, reserve, OC or external support |
| Excess spread | Contractual formula, trapping and release |
| Notes | Class balances, interest, amortization and loss allocation |

## 6. Rating and investor claims

[JCR's public rating list](https://jcr.co.jp/en/ratinglist/sf_sf/) and the named offering document support the following controls.

| Claim | Required evidence |
|---|---|
| Rating | Named class, date, agency and criteria version |
| Retention | Actual retained interest and holder |
| Buyer / distribution | Offering or allocation disclosure, if public |
| Foreign participation | Dated allocation evidence |
| Spread | Named pricing result and benchmark |

## 7. Deferred claims

The removed numerical thresholds and market rankings may be restored only with a public named transaction, date, definition and direct link. A generic agency or issuer homepage is insufficient.
