# Stablecoin issuers 2025-2026 — evidence-led market map

## TL;DR

Stablecoin market structure must be measured from a dated supply dataset and then explained with issuer-level primary sources. The earlier version of this page mixed an undated market-cap ranking, legal labels, reserve claims, geographic narratives and forecasts, including values dated in the future relative to their sources. This revision keeps the qualitative issuer map but removes unverified 2026 market caps, fixed concentration ratios, invented distributor revenue splits and unsupported regional “dominance” claims. It also distinguishes payment stablecoins from synthetic / yield-bearing products and infrastructure providers.

## What can and cannot establish consolidation

## Issuer / distributor economics

Distribution partnerships are economically important, but the public evidence rarely establishes one universal percentage split. USDG's network materials describe proportionate economic benefits for partners; that does not prove a fixed 50/50 arrangement. PYUSD's PayPal brand and Paxos issuance identify different roles; they do not disclose every internal revenue allocation. Therefore use [[fintech/issuer-distributor-incentive-realignment-50-50-model|the issuer / distributor page]] as a contract-analysis framework, not as a default fact applied to every product.

## Network deployment

Each issuer maintains an authoritative contract-address or supported-network list. A useful current snapshot must:

1. identify canonical contracts;
2. separate native issuance from bridged representations;
3. date the snapshot;
4. avoid attributing all chain supply to the same legal issuer without checking terms;
5. avoid turning one period's chain distribution into a permanent strategy claim.

The prior page's exact percentages for USDT on Tron and PYUSD on Solana, as well as hard-coded chain counts for USDC and other products, were removed because no dated calculation and canonical-contract methodology accompanied them.

## Regulatory checkpoint

The U.S. GENIUS Act was signed on 2025-07-18 and creates a payment-stablecoin framework with permitted issuers, one-to-one reserves, disclosures and federal / state supervision. It does not create a “§501 reserve whitelist” that automatically divides all global tokens into white and grey markets. ## Strategic reading

Evidence supports three durable analytical questions:

- Does an issuer have a current, scoped regulatory and redemption route?
- Does the product have an identifiable distribution channel and actual activity?
- Can reserve / collateral risk be independently evaluated?

Those questions are stronger than a static “winner / loser” ranking. Market caps, yields and partner rosters change too quickly to carry forward without a dated refresh.
