**Critical distinction**: USDY / rUSDY are **not stablecoins in the GENIUS sense** — they are SEC-registered securities (notes) that happen to track $1. They cannot be marketed as "stablecoins" in US-licensed payment contexts. This is identical to the BUIDL classification logic and intentionally so.
