Cross-border splits go through Stripe Cross-Border Payouts; the agent does not need to know SEPA / Faster Payments / SWIFT details, only the destination currency.

**Scenario D — agent settles a B2B invoice in USDC via Bridge.** An agent's counterparty is itself an agent on a non-Stripe stack that only accepts USDC. The Toolkit's Stripe + Bridge integration lets the agent fund a USDC transfer from its Stripe balance, settle on Base or Ethereum mainnet, and have Stripe record the outbound transfer in the same ledger as a regular Stripe payment. The Stripe Agent Toolkit's biggest non-technical differentiator is regulatory. Stripe is licensed to move money in a way that an open-protocol stack — x402, AP2, Privy on its own — is not. Specifically:

- **United States.** Stripe Payments Company is a registered Money Services Business with FinCEN and holds money-transmitter licenses in essentially every state that requires one. Stripe Issuing operates as a card-issuing program manager under partnerships with issuing banks (Celtic Bank, Cross River, and others depending on product). For an agent flow, this means *Stripe* is the regulated mover of funds — not the merchant, not the agent platform, not the user.
- **European Union.** Stripe holds an Electronic Money Institution license (in Ireland), which passports across the EEA. Agent-issued cards in the EU run on the same EMI scaffolding.
- **UK / Singapore / Australia / Japan.** Stripe holds the local equivalents (FCA EMI, MAS Major Payment Institution license, ASIC AFSL, Japan Funds Transfer Service / collaborations with licensed PSPs depending on product).

The practical consequence for an agent integration: a developer dropping the Agent Toolkit into a project inherits Stripe's regulated posture. The developer does not need to register as an MSB, does not need state-by-state money-transmitter licenses, does not need to be a card-issuer program manager. The agent gets to mint cards, pull ACH, and wire money because Stripe — the licensed entity — is doing the actual movement under the hood.

The trade-off is the standard one: the regulated entity sees everything. Every agent's transaction graph through the Toolkit is, from a data-availability standpoint, fully observable to Stripe and reportable to regulators on demand. The other regulatory subtlety: Stripe's licensure attaches *the user* (or *the merchant*, depending on flow) as the principal. The agent is treated as an operational integration, not as a regulated counterparty in its own right. This sidesteps the unresolved [[agent-economy/agent-actorship-debate|agent-actorship]] question by simply not making the agent a legal actor — the user holds the Stripe account, the agent merely calls API endpoints with the user's restricted key.

Against the rest of the agent-payment landscape:

**vs [[agent-economy/x402-http-payment-overview|x402]] (Coinbase / Cloudflare / AWS) — different transport, overlapping use case.** x402 is HTTP-native, USDC-default, settlement-in-seconds, no Stripe rake, but requires the merchant to accept stablecoin and integrate the 402 handshake. Stripe Agent Toolkit is SDK-native, multi-rail, requires the merchant to accept Stripe (which most online merchants already do) and pays standard Stripe fees. For agent-to-agent infra calls the two genuinely compete; for agent-to-traditional-merchant flows Stripe wins by default because the merchant is already a Stripe customer.

**vs [[agent-economy/ap2-overview|AP2]] (Google) — different layer, complementary.** AP2 standardizes the *mandate* (the credential that says "this agent is authorized to spend on this user's behalf"). The Stripe Agent Toolkit does not really speak mandate; it speaks "the agent has a restricted API key."
